We are currently seeking two highly skilled and experienced Managers of Cost Management to join a dynamic team.
Job Description:
As a Manager of Cost Management, you will be responsible for overseeing cost-related aspects of projects and construction activities. Your role will involve working closely with senior management, providing quantitative analysis, and contributing to the development of financial strategies. Additionally, you will be responsible for stakeholder management, cost forecasting, procurement, and ensuring compliance with financial systems and processes.
Responsibilities:
- Prepare CAPEX budgets and monitor spending variances and PPV analysis.
- Track changes to design and/or construction work and adjust budget projections accordingly.
- Provide forecasts and conduct cash flow analysis.
- Prepare procurement and cost reports.
- Conduct feasibility studies and development proposals.
- Support the coordination of the Change Management process for projects.
- Price/forecast the cost of materials required for projects.
- Benchmark construction costs across regions.
- Interface with the Finance department regarding construction financing and cash flow.
- Monitor all value flow processes in the company and handle correspondence with subsidiaries/vendors on costing issues.
- Calculate and validate the incurred costs of materials, contracts, and labor, preparing accruals supported by appropriate documentation.
- Actively participate in determining the global Costing direction and strategy, driving and communicating global Costing objectives.
- Proactively identify and capitalize on cost savings opportunities and ensure price/value optimization.
- Manage the procurement and tendering process.
- Prepare tender documents, tender evaluation reports, variation agreements, and payment terms.
- Prepare contract documentation relating to tender acceptance and contract execution.
- Obtain and monitor Performance Bonds, Bankers Guarantees, and other forms of insurance.
- Evaluate and analyze fee proposals/bids and provide recommendations for decision making.
- Value construction work for interim payments, assess change, compile claims for loss and expense, and agree on final accounts.
- Manage and analyze project risks.
- Provide cost information to support decision-making and alternative selection.
- Build intricate spreadsheets to enable fast and accurate data manipulation of large data sets.
- Negotiate with interested parties.
- Maintain the effectiveness of the ISO9001, ISO14001 & ISO45001 Quality Environment, Health, and Safety Management System.
- Perform other duties as necessary, associated with the role.
Requirements:
- Minimum 7 years of working experience in cost management, preferably in the construction industry.
- Degree in Quantity Surveying, Cost Management, or a related field.
- Ability to work directly with senior management and manage within a matrix organization.
- Strong analytical and quantitative skills with the ability to support assumptions through quantitative analysis.
- Proven stakeholder management and relationship-building capabilities.
- Experience with fast-paced, large-volume, dynamic, complex, international operations.
- Excellent written and oral communication skills.
- Proficiency in reading and writing Chinese, as our headquarters is based in Beijing.
- Proficient in MS Office applications, particularly Excel.
- Extensive knowledge of financial systems and interdependencies.
- Experience working in data centers would be an added advantage.
- Ability to travel for short business trips within Malaysia and Singapore.
Salary and Benefits:
A competitive salary ranging from MYR 9k-13k, commensurate with experience and qualifications.
