Job Title: Senior Project Manager

Work Location: ADB Office Mandaluyong

Shift: Day shift (8am – 5pm)

Work Set-up: Hybrid (3x reporting on site per week)

Salary range: 140K - 160K

SCOPE OF WORK/RESPONSIBILITY:

The Senior IT Project Manager is part of the project management pool of ITD. The role will have a matrix reporting line functionally to the PgM or PdM, of the designated Division, for the duration of the project and administratively to the IT Specialist (Portfolio Mgmt) under the Advisor, IT Governance and Data Management. The time spent once deployed to a project shall be charged to the project’s budget.

Duties and Responsibilities (Summary):

Project Delivery Management:
- Ensures project scope is delivered on time and within budget using workplans and milestone tracking.
- Coordinates with teams, vendors, and stakeholders to meet deadlines and budget targets.
- Works with PgM/PdM to address delays through schedule reviews, RAID management, and proactive escalations.

Compliance and Governance:
- Ensures adherence to ITD's Project Management Framework (PMF), financial guidelines, and ADB procurement policies.

Procurement and Financial Management:
- Drafts Business Cases and Request for Procurement (RP) with full responsibility from initiation to PO issuance.
- Ensures timely invoice processing aligned with milestone payments.

Project Administration (with support):
- Maintains project plans, status reports, budget updates, and RAID logs.
- Prepares PSC materials, supports audits, and manages project documentation.
- Oversees collaboration site and supports knowledge transfer.

Other Tasks:
- Performs additional project-related duties as required by ITD.

EDUCATION AND WORK EXPERIENCE:

• Bachelor of Science degree in Engineering, Computer Science or related fields; and

• 8+ years of Project Management experience demonstrated by a proven track record of success in managing complex IT programs and projects related to delivering either software or IT infrastructure/network solutions (with working experience in using “agile” methods in delivering IT solutions) from initiation to completion.

OTHERS:

• Should be amenable to work on a hybrid set up in Mandaluyong

Technical Knowledge:

Strong foundation in project and program management principles, tools, and techniques.

Experienced in strategic planning, risk, vendor, budget, and team management.

Skilled in working with technical teams and solution development across multiple domains.

Good understanding of software development, databases, system design, and testing.

Aware of change management and benefit tracking in IT projects.

Familiar with Agile frameworks and related tools.

PROJECT TOOLS

• Proficient in project management software (preferably MS Project or Project Online) is a plus

• Proficient in MS Teams, and O365 (including SharePoint).

CERTIFICATION:

• May either be MSP, PMP, PRINCE2, AgilePM, or CITPM certified

• PMI-ACP, PSM/CSM, DA, SaFE, or ITIL-related certifications are good to have

REPORTING AND COORDINATION:

• For the provision of staff augmentation services, the Agency Personnel will take instructions from the Manager at the Information

Technology Department at ADB and work closely with the project team, internal and external stakeholders .

• The Agency Personnel will provide any other services as required by the team and ADB ITD Manager or user unit.
